as for why “mod rags”, well, as defined in www.urbandictionary.com… 

mod: deeply influenced by 60′s music, style and attitudes; a 60′s sub-culture followed by those who wanted to be different from the traditional ‘pop’ culture; unlike the case with some other social subgroups, there exists no mod ideology or philosophy (outside of a general avoidance of violence because of unwillingness to damage their clothes and the idea that, as The Who put it in one of their earliest songs “you gotta be cool”); however, this does not mean that mods do not have any depth; only that there is no specific mindset associated with the group.

rag(s): a newspaper, magazine, or other type of printed publication not worthy of your respect; something with which you would wipe up a mess, as with cloth rags.

now, we wouldn’t exactly consider ourselves ‘mods’, but that said, you gotta admit that the mod sub-culture is pretty interesting. so we thought we’d take the term and just run with it, especially since we too have a general aversion to violence and subscribe to the idea that “you gotta be cool”…  (=

as for the reference to rags, well, self-deprecating humour is (almost) always appreciated… we hope…  *grin*
